General Statement of Duties

Under the direct supervision of the Highway Superintendent and general supervision of the Shop Foreman, is responsible for performing skilled and semi-skilled mechanical work in maintenance of all County equipment and vehicles.

Hours of Work

This position is a non-exempt position normally scheduled for 40 hours per week. Actual hours may vary. This position is subject to assisting other Meade County departments at the discretion of the Department Head.

Typical Duties and Responsibilities

  1. Perform welding, fabricates and repairs to highway equipment.
  2. Repair and maintain all County equipment and vehicles in the shop, at satellite shops, and in the field.
  3. Use test diagnostic equipment to ensure equipment is in working order.
  4. Operate pay-loaders, trucks, scrapers, motor graders, and tractors as needed.
  5. Plan and coordinate on work schedule and time management.
  6. Maintain inventory and part records.
  7. Pick up and deliver parts, supplies and equipment as needed by the Highway Department and other authorized County personnel.
  8. Maintain shop in a neat and orderly manner.
  9. Perform duties in a manner consistent with safe practices.
  10. Wear Personal Protective Equipment when required.
  11. Attend meetings and seminars as assigned.
  12. Perform other such duties and functions as deemed necessary.

Minimum Qualifications

Experience and Education:

  1. High School diploma or G.E.D. certification.
  2. Vo-tech degree in Diesel Mechanics or related field.
  3. Two (2) years of mechanic experience, or an equivalent combination of education and experience may be acceptable.
  4. Currently possess or ability to obtain a valid South Dakota Class A Commercial Drivers License and certification in air brakes.
  5. Knowledgeable experience with hydraulic systems, electrical systems, diesel and gas engines, transmissions and drive trains.
  6. Proficiency in welding and operation of machine shop equipment.
  7. Ability to work unsupervised.
  8. Ability to work well with others and get along with the general public.

Meade County Veteran of the Month

Meade County Veteran of the Month (May): Mr. Dick Turnwall 

Upon graduating High School from Leola, South Dakota in May 1967, Mr. Turnwall enlisted in the U.S. Navy, serving on active duty for 30 years. 

Active duty dates:
26 March 1968 - 17 December 1973: U.S. Navy Seabee Equipment Operator
11 March 1974 - 31 July 1998: U.S. Navy Seabee Equipment Operator, U.S. Navy Diver, and U.S. Navy Civil Engineer Corps Officer

Major Achievements:
Promoted through the enlisted ranks from Seaman Recruit (E-1) to Seabee Equipment man Master Chief (E-9).
Commissioned as an Ensign (0-1) Limited Duty Officer in the Civil Engineer Corps, ultimately achieving the rank of Lieutenant Commander (0-4).
Qualified as Seabee Combat Warfare Officer.
Served two years as Commanding Officer, Underwater Construction Team Two (UCT-2).
Qualified U.S. Navy second class diver, diving officer and qualified to dive through the Arctic ice pack. Maintained U.S. Navy diving qualifications for 23 consecutive years.

Completed multiple deployments throughout the Pacific, Indian, Arctic Oceans including places like Vietnam, Australia, Japan, Philippines, Diego Garcia, Guam, Midway, Tinian, Saipan, Johnston Atoll, Kure Island, Southern Marianas, and Canada. U.S. deployment locations were Hawaii, Alaska, Texas; Washington State, New Mexico, Idaho, Florida, and multiple locations in California. A single deployment to Puerto Rico was thrown in for some variety. 

His wife’s maiden name is Corazon Fernandez Ladiero. Cora is originally from San Marcelino, Zambales Province, Republic of the Philippines. They were married in December 1987 while he was stationed in the Philippines on a 2 year assignment. They have two sons, Casey Lee born in January 1990 and Ryan Patrick, born in September 1995.

Mr. Turnwall retired from the U.S. Navy in July 1998. He then went to work in a Minneapolis based Target Corporation for 15 ½ years. Assignments included 2 years as an Owner’s Site Construction/Remodel Representative, 5.5 years as Construction Project Manager and finally 8 years as a Regional Owner's Construction/Remodel Site Representative, responsible for all new store construction and remodels in nine mid-western states.

Retiring from Target Corporation in 2014, they moved to rural Piedmont, South Dakota. Since becoming fully retired, he spends many hours riding motorcycle as a member of The American Legion Riders, South Dakota Patriot Guard and enjoyment throughout the Black Hills and surrounding areas. He also became involved with Veteran organizations and the Black Hills area Veterans Administration helping other veterans apply for programs/benefits and researching veteran program information to pass on to fellow veterans.

Mr. Turnwall and his wife enjoy some traveling around the United States attending annual reunions held by some of the military units that he was stationed with during his U.S. Navy career.

Notes from Commissioner Robert Heidgerken

The Meade County Commission met in regular session on May 24, 2017. 

Commissioners Heidgerken and Rausch attended the State Transportation Improvement Plan (STIP) meeting in Rapid City.  Exit 46 rebuild on I90 will be delayed until 2023 because of design and land acquisition issues. 

Meade County will be home to a new business in Box Elder.  The Ellsworth Development Authority transferred ownership of the Vandenberg School building to VRC Metal Systems.  They plan to build their world headquarters at that site.  This is the company that does the cold spray rebuilds of aircraft parts.  They are able to add new metal to used parts without heating or warping the original parts.  They hope to expand this system to all Air Force Bases and to Navy ships at sea.  This is a good fit for land just outside Ellsworth AFB.

The Department of Revenue has approved the values the Board of Equalization and Assessor have set for 2017 (taxes payable 2018) as 100% full and true.  They will adjust them back to 85% of full and true value (ag classification) for tax purposes next year.  These values included a 10% reduction for drought in 2016 plus thousands of smaller adjustments for crop soil types that cannot be farmed.

The Commission approved a Rangeland Fire Agreementwith the State.  This will be used when a major fire occurs.   

All the Malt Beverage Licenses and Package off-sale Licenses were approved.  Eight temporary campground applications were also approved.  There are no new campgrounds in the County this year.    

We will begin working on the 2018 budget next month.  Roads continue to be an issue.  No gravel road is ever good with these small showers we have been getting.  

Pray for a big rain as the hay crop is not made yet.

The Meade County Commission met in regular session on May 10th.  A group of citizens north of Sturgis who use Sly Hill Road and Bear Butte Road were in attendance. They voiced their concerns about the roads and the possibility of another slide/closure on Sly Hill.  Sturgis Mayor, Mark Carstenson was also present to give an update on the City portion of Sly Hill Road.  The County Highway Superintendent, Lincoln Shuck, informed the Commission there was a water leak under Bear Butte Road which could be the cause of a slide on that portion of the road.  Fort Meade VA is making arrangements to fix the leak (their waterline) and hopefully eliminate any further slides. 

The new District Ranger for the Northern Hills Black Hills National Forest, Mr. Steve Kozel stopped by to introduce himself and express his desire to work together on any issues that may arise. 

Next was a lively discussion on the merits of our discretionary formula and the positive results we’ve seen with industrial, commercial and residential commercial development.  The Sturgis Mayor, City Manager and the Sturgis Economic Development Executive Director, Pat Kurtenback were on hand to tout the millions of dollars of real estate that have been added to the tax rolls. This can be attributed to the discretionary formula. 

For those of you following the highway department news, a box culvert will be replaced on Elk Vale Road, possibly in October.  The County received a Bridge Replacement Grant from the State for Ball Park Road near Union Center. 

Finally, the Commission voted to abate the 2016 taxes on the new Scott Peterson Motors Holdings in Sturgis; to honor the agreements that were made regarding the use of the discretionary formula.

  3. Assist with the technology work of the office, creating, maintaining, and updating digital/GIS records.
