INSTRUCTIONS TO THE VOTERS 

VOTING RIGHTS Any voter who can't mark a ballot because the voter has a physical disability or can't read, may ask any person he or she chooses to help the voter vote. Any voter may ask for instruction in the proper procedure for voting. Any voter at the polling place prior to 7:00 p.m. is allowed to cast a ballot. If your voting rights have been violated, you may call the person in charge of the election at (605) 347-2360, the Secretary of State at 888-703-5328, or your state's attorney at (605) 347-4491. Any person who is convicted of a felony on or after July 1, 2012, loses the right to vote. However, any such person may register to vote following the completion of the person's felony sentence. Any person who is convicted of a felony on or before June 30, 2012, and who receives a sentence of imprisonment to the adult penitentiary system, including a suspended execution of sentence, loses the right to vote. Any such person so sentenced may register to vote following completion of the person's sentence. Further information is available at www.sdsos.gov. 

ELECTION CRIMES Anyone who makes a false statement when voting, tries to vote knowing he or she is not a qualified voter, or tries to vote more than once has committed an election crime.

TITLE:  PROPOSED CREATION OF RURAL AMBULANCE DISTRICT

STATE’S ATTORNEY’S EXPLANATION:  The Meade County Board of County Commissioner’s received sufficient petitions for the formation of the Rural Ambulance District in order to improve services by allowing the area to contract for ambulance response from an ambulance service of their choice.   The following area, all within the Black Hills Meridian, Meade County, SD, is proposed to be the boundaries of the ambulance district, excluding the municipalities of Sturgis and Buffalo Chip:  

Township 7N Range 5E-Sections 1 through 36; Township 7N Range 6E-Sections 1 through 36;

Township 7N Range 7E-Sections 1 through 36; Township 7N Range 8E-Sections 1 through 36;

Township 7N Range 9E-Sections 3 through 10, Sections 15 through 22, Sections 27 through 34; Township 6N Range 5E-Sections 1 through 36; Township 6N Range 6E-Sections 1 through 36;

Township 6N Range 7E-Sections 1 through 36; Township 6N Range 8E-Sections 1 through 36;

Township 6N Range 9E-Sections 3 through 10, Sections 15 through 22, Sections 27 through 34; Township 5N Range 5E-Sections 1 through 36 except the City of Sturgis;

Township 5N Range 6E-Sections 1 through 36 except the City of Sturgis and Town of Buffalo Chip;

If approved, the territory within the proposed area shall be subject to levy for the rural ambulance district.  If approved, there shall be a separate election for a board of directors.

NOTICE OF DEADLINE FOR VOTER REGISTRATION OF THE RURAL AMBULANCE DISTRICT

Voter registration for the Rural Ambulance District Election to be held on March 23rd, 2020, will close on March 6, 2020 at 5:00 p.m. Failure to register by this date will cause forfeiture of voting rights for this election. If you are in doubt about whether you are registered, check the Voter Information Portal at www.sdsos.gov or call the county auditor at (605) 347-2360.

Registration may be completed during regular business hours at the county auditor's office, municipal finance office, secretary of state's office, and those locations which provide driver's licenses, SNAP, TANF, WIC, military recruitment, and assistance to the disabled as provided by the Department of Human Services. You may contact the county auditor to request a mail-in registration form or access a mail-in form at (www.sdsos.gov). 

Any voter who needs assistance, pursuant to the Americans with Disabilities Act, may contact the county auditor for information and special assistance in voter registration.

WHEREAS, the County of Meade, South Dakota, was unable to provide sufficient revenue by the final adoption of the budget for the year beginning January 1, 2020, and ending December 31, 2020, necessary to enable the County to conduct the indispensable functions of government, wherein notice is hereby given that the Board of Meade County Commissioners at the Meade County Courthouse, Sturgis, SD, on February 11, 2020 at 10:00 a.m. will consider the following supplement:

Notice is further given that any person, persons, or their attorney may appear at said scheduled public hearing and present objections to any or all applicants, if any objections there be.

SDCL 10-23-2.   Publication or posting of notice of sale of tax certificate--Reconciliation of published list to tax list. The treasurer shall give notice of the sale of the tax certificate by publication of the sale once during the week before the sale in the official newspapers of the county. If there is no newspaper published in the county, the treasurer shall give notice by written or printed notice posted at the door of the courthouse for two weeks before the sale. The county auditor shall reconcile the published list of unpaid taxes to the unpaid taxes in the tax list.

SDCL 10-23-28.   Sale of tax certificate by county--Price--Tax receipt issued--Rights acquired by purchaser. If any person intends to purchase the interest of the county in the tax certificate acquired by the treasurer for the county, the person may pay to the treasurer the amount of the taxes, penalty, interest, and costs of sale and transfer and all unpaid or subsequent taxes as specified in § 10-23-27. The treasurer shall issue a tax receipt for the taxes, penalty, interest, and costs. The treasurer shall assign and deliver to the purchaser the tax certificate of purchase held by the county for the real property, which assignment and transfer shall convey unto the purchaser all the rights of the county in the tax certificate as much as if the person was the original purchaser at the tax certificate sale.

Notice is hereby given, that FIRM sealed bids for the construction of Meade County – Asphalt Surface Treatment will be received by      Meade County  ,   Sturgis      , South Dakota at the office of      Meade County Commission Room ,   1300 Sherman Street     ,     Sturgis     ,  South Dakota until      9:05 A.M.    , local time on     March 12    ,   2019  , and then publicly opened and read aloud.

The project consists of:      Digouts, Base Course, Traffic Control, Asphalt Surface Treatment, Fog Seal and Incidentals on New Underwood Road from 0.4 Miles South of the intersection of Elk Creek road, north to SD Highway 34.

The complete set of Contract Documents, including drawings and specifications, is on file with the Owner at the Meade County Highway Department and the office of Brosz Engineering, Inc. , 3561 Whitewood Service Road, Sturgis, SD  57785.  Digital Contract Documents are also available from QuestCDN and can be accessed from the Brosz Engineering website at www.broszeng.com under the “Bid Information” page. The cost for downloaded (electronic) plans is $20. The official Plan Holders list can be viewed for the project on the QuestCDN website. Only electronic plan holders downloaded via QuestCDN will receive addendum notifications. Contractors using any other means for obtaining plans and specifications must periodically check the QuestCDN website for any addenda.

Each bid must contain a certified check, a Cashier's check or Draft, for five percent (5%) of the amount of the bid; such check to be certified or issued by either a State or National Bank and payable to Meade County or in lieu thereof a Bid Bond for Ten percent (10%) of the amount of this bid, such bond to be issued by a Surety authorized to do business in the State of South Dakota and payable to Meade County as a guarantee that such bidder will enter into a contract with said Meade County, it's Commission thereof in accordance with the terms of such letting and bid in case such bidder is awarded the contract.  The Certified Check or other guarantee, or bid bond of the successful bidder will be returned to him forthwith upon the execution of the contract and surety hereafter provided for.

At the time the successful bidder enters into a contract for the construction of public improvement or the furnishing of any material or labor thereof, the Contractor will be required, before commencing such work, to furnish surety in an amount not less than the contract price, for the faithful performance of such contract, with additional obligation that such performance of such contractor will promptly pay all persons supplying him with labor or material in the prosecution of the work provided for in such contract.  The Contractor shall also provide proof of liability insurance and workman’s compensation insurance, as per Article 5 of the General Conditions.

The Meade County Commission reserves the right to reject any or all Bids and waive any defects therein.
